The FEI’s cheating on Endurance rules

The FEI General Assembly 2018 will be hold in coming days.

And it is very important to recall once again all the circumstances under which the previous General Assembly was held in Uruguay last year.

So, we have to go back in time and reconsider once more in detail what actually happened then in order to understand what kind of vile deception the FEI committed during the last General Assembly in 2017.

We are forced to do a per-minute analysis of this video so that you can have a clear understanding of what is happening.

So, it was the 21st of November 2017 in Montevideo, Uruguay. The FEI Ordinary General Assembly 2017 was divided into two sessions: Morning and Evening.

The Morning Session kicked off with the opening address by the FEI President, Ingmar de Vos, and then followed by discussions and voting on modifications of the rules for every discipline.

After Jumping, Dressage, Eventing and Driving, it was the turn to discuss the Endurance rules.

[00:00] The FEI Secretary General Sabrina Ibáñez introduced the Chair of Endurance Technical Committee Brian Sheahan.

[00:10] Brian Sheahan making a brief report on Endurance Committee.

[01:10] Sabrina Ibáñez saying that Endurance Rules changes and proposed modifications will be implemented on the 1st of January 2019.

[02:00] FEI Endurance & Driving Director Manuel Bandeira De Mello started to present the modifications to be voted.

[02:30] First modification to be voted is to set the minimum riding weight for all senior Championships and 3*, 4* and 5* events - whether it be 75 kg or 70 kg.

[02:50] The delegates are voting who are in favour of 75 kg.

[04:25] Manuel asking who is in favour of 70 kg, the delegates are voting who are in favour of 70 kg.

[04:25] Sabrina announced the results of this voting: the majority voted in favor of 70 kg.

[05:45] Manuel saying: "We are now moving to 5* events."

[05:50] Manuel saying: "Sentence will be removed from the proposal as it is already stated in the rules."

It is in this moment that the FEI’s cheating begins. Watch the video further carefully!

[06:10] The delegates voting with green cards containing YES.

[07:00] A lot of delegates voted with red cards.

[07:15] A voice asking Sabrina that people need clarification on what exactly they are voting for.

[07:20] Manuel answering that the voting is for "just to scratch this sentence."

[07:30] Manuel saying: "We are not voting for this rule."

[07:50] Sabrina saying that "for purpose of clarity... Manu will explain it again."

[08:10] Manuel saying: "We are just voting on removing this description from the rule. We are not voting on removing 5* or not."

[09:00] The microphone passed to Maj. Yap Mou Soon, the well respected Endurance 4* official from Malaysia.

[09:10] Yap Mou Soon saying that he is confused, because this article about 5* events is not in current edition of Endurance rules. He asked, whether we approving this new article now, or FEI is going to vote again on this article later.

This is very important question! Watch further!

[09:30] Manuel answering that this rule will be different from the documents received by the delegates.

[09:40] Manuel saying that now it is the voting on modification of this article, and then there will be the voting on the whole rules overall!

Therein lies the cunning deception of the FEI! The FEI confused delegates by voting on the minor modification and did not conduct the voting on the entire article about establishment of 5* events in its new modified version!

Do you understand what happened?
Delegates were not given the opportunity to make separate voting on this article entirely!
Delegates were not given the opportunity to vote for or against the creation of 5 * events in principle!

[10:00] Sabrina interrupts vague explanations of Manuel.

[10:25] Sabrina saying: "We are going article by article that have recently been modified."

[10:45] Sabrina saying: "And then we do the overall for the rest of the rules."

[11:10] Yap Mou Soon taking the microfone again and saying the very true remarks that delegates are forced to vote for modifications that have not been consulted with their national federations. Delegates must have a time to discuss these modifications with their national federations.

[12:05] Manuel answering that these modifications were already discussed.

[12:30] Another delegate answering to Maj. Yap Mou Soon that delegates need to have the possibilities for "last minute changes" at General Assembly.

[13:05] Manuel saying that we can move forward and asking the delegates to vote on this modification.

[13:15] The most delegates voting with green cards containing YES.

[14:15] Sabrina saying that this modification approved.

So, why this is the biggest cheating of the FEI?

The FEI forced all delegates to vote twice on this minor modification to remove the sentence “Maximum Pulse at Vet Gates: 64 bpm within 20 minutes.”

Now the FEI saying that this sentence “Maximum Pulse at Vet Gates: 64 bpm within 20 minuteshad been mistakenly omitted!

What the hell is going on?

[15:40] Some delegates voting with red cards containing NO.

[15:55] Sabrina announced that this modification approved.

[16:00] Manuel asking to vote on another article with modification to remove the same sentence: "Maximum Pulse at Vet Gates: 64 bpm within 20 minutes."

[17:30] Manuel saying: "This concludes the modifications, so for the rest of the proposals for the Endurance regulations, may I have your approval?"

Here it is!
Another cheating of the FEI!

After conducting the voting on all minor modification, the question about establishment of 5* events in principle remained unresolved!

No voting was conducted on approval of establishment of 5* events in principle!

Manuel asked to vote on the rest of proposals, not clarifying what exactly is voting now for?

Are the delegates voting on other (rest) articles, or are they voting on whole Endurance rules including the establishment of 5* events? That is the question!

[18:00] The misguided delegates voting with green cards containing YES.

[18:20] Sabrina joyfully announced that Endurance rules have been approved.

In such a deceptive way, FEI approved new 5* level of competitions!

[18:30] Yap Mou Soon (the third time!) raised his concerns about the lack of a separate voting on establishment of 5* events, and he was harshly interrupted by Sabrina!

[19:00] Nevertheless, Yap Mou Soon grabbed the microphone and expressed his doubts.

[19:40] The FEI President, Ingmar De Vos saying that establishment of 5* events was voted in the last vote.

It is done!

[20:10] Ingmar saying: "This point is closed."

The FEI did not explain to the delegates clearly, what is the last vote for, and they not allowed to conduct a re-vote on establishment of 5* events!

The FEI Secretary General Sabrina Ibáñez did this cunning deception on 5* events at General Assembly 2017, and now it is clear that many delegates have been fooled, and many of them did not even understand the importance of how this establishment of 5* events become the big shift for Endurance sport.

The last chance to remove 5* events from the Endurance rules is to vote at upcoming General Assembly 2018 to maintain the current Endurance Rules in effect.

If there is an opportunity for cheating, then the FEI is cheating!

Beware of any new cheating of the FEI at General Assembly in Bahrain!
